Why have Providers agreed to the demands made by channels?

The industry agreement was a compromise reached in order to continue offering the popular Replay TV option at all. There was simply no alternative. If providers had not accepted the agreement, viewers would likely have been confronted with a much worse experience in the long term, since the Replay rights – as in the neighboring countries – would have had to be negotiated individually with the channels and for particular programs.
